The Power BI Premium per user option will be available in preview to all the Power BI tenants starting next week (November 30). We've already tried it, and it is a game-changer for small and medium companies. While in preview, you can use it for free and assign individual workspaces to a Premium capacity.

• Power Desktop BI November 2020 release
This month Power BI got a new diagram view and field list in preview. An upgrade is required in every model; you will not be able to roll back, so you want to create a copy of your PBIX file before upgrading the model in case you have any issue with the new visualization. There is also a new visual zoom slider and anomaly detection for line charts, plus many other small improvements.

• Tabular Editor 2.13.0
If you try Power BI Premium per user, you have to upgrade to the latest release of Tabular Editor which fully supports Power BI Premium Gen2. You also have to upgrade if you use the DAX Formatter feature: an improved API is now supported, with better performance if you use a script to format all the measures. Warning: you have to update the script too!
